I have the honour to acknowledge Your Lordship's Confidential Despatch of October 29th, with enclosures relative to the visit of a Chinese Commissioner accompanied by two Cruisers and suggesting that a watch should be kept on his proceedings.

Mr. Yang Su Chi, the Commissioner, arrived here on 1st November and called upon me together with the Senior Naval Officer of the warships. He brought me a letter from Sir John Jordan recommending him to my good offices, which Lord Li, the Chinese Ambassador to St. James', had already bespoken on his behalf.

3.

In consequence of the rank he holds, and of these introductions, I invited him to an official dinner at Government House. I took occasion at his visit to inform him that I had received Sir John Jordan's letter.
